Mr. Santiago Stocker serves as Sudan Program Director for the International Republican Institute. He recently served as Resident Program Director in Nigeria and Director of the International Electoral Observation Mission for Nigeria’s 2023 elections.

Before joining IRI, Santiago served as a Director in the U.S. State Department’s Bureau of Conflict and Stabilization Operations (CSO), where he founded the Office of Advanced Analytics and produced award-winning analysis on conflict, terrorism, democracy, elections, and complex negotiations. 

Santiago holds a Masters degree in Strategic Policy from Claremont Graduate University and a Bachelor’s degree in Political Science from Oberlin College.  He is a certified Superforecaster with the Good Judgement Project and his writings on conflict and governance in Africa can be found in publications such as the Hill, Just Security, and The National Interest.
